The Monitoring Committee is the Programme’s decision making body. The Monitoring Committee meets two to three times per year.
Each EU country in the Programme area and Norway as well as Russia and Belarus sends up to three delegates each to the Monitoring Committee. The Russian and Belarusian delegations will have an observer status until the Financing Agreements, as pre-requisites for full participation in the Programme, have been signed. Representatives of the Managing Authority/Joint Secretariat as well as of the European Commission participate in the Monitoring Committee as advisors.
In 2018, the Monitoring Committee is chaired by Estonia. During this meeting, recent topics of the Programme implementation are discussed and new projects, namely project platforms, are selected for funding.
