Public procurement

With reference to the public procurement information for Polish partners published in April 2016, we would like to inform that the amendment to the Polish Public Procurement Law was published on 13 July 2016 and came into force on 28 July 2016 (with the exception of the provisions laid down in Art. 22 paragraphs 1-3 of this Act).

Therefore, as from 28 July 2016 Polish partners are obliged to apply the amended provisions, but until 27 July 2016 one of the two solutions (proposed in the file below), should be applied.

Russian national sub-committee:

Russian organisations may be included as project partners in joint applications in the third call for regular projects and the first call for project platforms. The Programme co-financing for Russian project partners will combine the financial contribution of the European Union provided by the European Neighbourhood Instrument (ENI) and the financial contribution of the Russian Federation, that is subject to concluding a Financing Agreement between the European Union, the Russian Federation and the Federal Republic of Germany. The negotiations on the Financing Agreement are at their final stage. The necessary updates of the Programme Manual regarding the participation of Russian project partners will be made at a later stage, after the signature of the Financing Agreement.
