Public authorities from local, regional and national levels, research and training institutions, sectoral agencies and associations, NGOs and enterprises can take part in projects and receive funds.

As a general rule, organisations of project partners and lead partners must be located in the Programme area. In justified cases organisations from other countries or regions can also take part in projects as a project partner, though they cannot be a lead partner.
